Program Overview

Kava is primarily produced in the South Pacific region, with Vanuatu known for producing the highest quality, revered in the industry as “green gold.” The juice extracted from its roots can be made into a traditional local beverage that has calming and soothing effects. In recent years, high-quality kava has become especially popular in international markets, particularly in Europe, America, Australia, and New Zealand, leading to a substantial export demand. The kava agricultural support program introduced by the Vanuatu government not only secures the livelihoods of local farmers but also increases local employment rates, reduces labor loss, assists farmers in enhancing productivity and output, ensures supply stability, and promotes sustainable agricultural development.

To promote economic development in Vanuatu and attract high-quality new immigrants, the Vanuatu government issued the “2024 No. 39 Capital Investment Immigration Program Amendment Ordinance” in February 2024, in accordance with Section 13C of the Nationality Act Chapter 112. This ordinance establishes the capital investment immigration program, which includes the Kava Support Grant Program. According to Section 2(2) of the amended Ordinance No. 39 of 2024, Appendix C, applicants intending to obtain Vanuatu citizenship are allowed to invest $100,000* in government-designated projects to support kava agricultural development. Upon receiving approval from the Citizenship Commission and paying the relevant application fees to the government, they can obtain Vanuatu citizenship.

The Vanuatu Citizenship Commission has appointed PRG Global Documents Services L.L.C, a subsidiary of the Pacific Group, as the designated business promotion agent for the Vanuatu Capital Investment Project (CIIP), responsible for handling the preliminary work related to citizenship cases.

On March 15, 2025, the Citizenship Commission issued a certificate confirming the legal status of PRG Global Documents Services L.L.C as the designated business promotion agent.

  • The jurisdiction is a well-known zero-tax heaven, with no personal income tax, corporate profit tax, or inheritance tax, facilitating optimal asset allocation.
